Call your local newspaper or TV station. Tell them "some little kid is going to get fried in a puddle" and see if that speeds up a response. :lightningbolt:

ive seen this in the past. and as stated before me, it from someones miswired and non grounded system causing the issue. Ive run into similar situations where ive touched a metal building (shop) and felt the tingle. you have to shut down one system after another till you find the culprit.

Your state should have a utility commission that regulates the power company. This should get their attention. Surprised that the power company did not solve the problem because they would be liable...
This kind of leakage in a marina has killed swimmers and it can corrode metal hulls very quickly.

I have the same problem at times, it is usually an electrical gadget that has a short circuit to ground. Begin your hunt by disconnect one and one thing and check with a multimeter if the error disappears
Out local utility is NSTAR. They were notified multiple times before sending someone out last year. They did the "pass the buck" shuffle and tried to blame the phone/cable company. Then they sent 3 or 4 different engineers of their own out to take a turn. If they knew what it was they did not say so. They went to all my neighbors and found the same voltage +\-. Then had a private contractor come out and ground all the outside metal pieces around the house. ... Now I know why my dogs hated to drink from the water spickets. At the time ( last year ) they said they were going to work on the situation, but I have not seen them since.
The power company killed my power last year from both the transformer and then further up line to where it originates. Even with no power feed to the house, I can still get poked as I described earlier and there is no drop in voltage either.
No radio towers nearby, not for miles anyway. I can't remember if it was AC/DC and I have not brought out a lamp, I'm not a electrical guru so I don't know how exactly to make it work. It would be nice to find a way to get low voltage lights to glow on my 1500 foot driveway though
