The base port is the piston side of the cylinder vs. the rod port which is the side that obviously feeds the rod side of the cylinder. The base port will usually be the top port of the bucket cylinder.

Cylinders have a base or butt end and a rod end. Your base end is toward the rear of tractor.

I tried Brian's suggestion and disconnected the top connections on the cylinder with the bucket blocked in the full curled position. Oil flowed from the right cylinder so I had that cylinder rebuilt. The bucket now stays curled even fully loaded.
