What I am having trouble figuring out about this whole thing, is why the gubbermint procurement geniuses (geniui?) would specify capability for TWO ROUND bursts? ??? !!?????

(edit) Sorry, to be completely correct, after re-reading the actual procurement text, they specify "2 shot burts". Exactly what are "burts"? Maybe the gubbmint is working to advance the technology of automatic firearms?!
