My best guess is that the guns are destined for the law enforcement officers of the USDA's Forest Service.

More than likely, the LE&I folks are focusing on "farmers" who are growing "wacky tobaccy" on NFS lands.

I would say you hit the nail on the head. USDA covers a lot more than just farmers. For example I believe they were the lead LE agency (or a major player) on the Michael Vick Dog fighting case.

I have always found it curious that the Forest Service and the National Forests are under the USDA rather than the Interior Department. Apparently Gifford Pinchot played a role in the transfer to the USDA from the Interior Department.

On February 1st 1905, under the Leadership of Gifford Pinchot, the national forest reserves were transferred from the Department of Interior to the Department of Agriculture. Gifford Pinchot was the head of the Division of Forestry which was part of the Department of Agriculture. This transfer included over 63 million acres (250,000 km[SUP]2[/SUP]) of forest reserves and over 500 employees. This was the first forestry law to be passed. This act was significant because it caused the National Forest Reserves to shift roles, from a recreational role to a more scientific role. In March 1905, the Division of Forestry was renamed the United States Forest Service.

I don't know about the Michael Vick case, but the USDA's APHIS is responsible for enforcing the Animal Welfare Act: USDA APHIS | Animal Welfare.

I also noticed the "two shot burst" in the spec's. But I have not seen any subguns with 2 shot bursts. That doesn't mean they don't exist, but all I have seen have been 3 shot burst, if they provide this capability at all. I guess with the shortage of ammo and all, we need to save it where we can
