A properly installed and flashed skylight won't leak. I suspect amateur builders.

I think what he was saying was that since the skylight opens, the owners left it open during one or more rainstorms, resulting in the stained drywall.

Maybe; it wasn't clear. Modern skylight control systems can be set to close automatically when it starts to rain.
