Okay after looking at the thing for an entire weekend I am no further ahead than I was. One weird thing is I found 2 circuits wired incorrectly at the fuse box [direct from the factory] while I was checking the wiring using the wiring schematics. I chased every wire associated with the fuel stop relay and solenoid [looking for a short] and found nothing and checked pretty much the rest of the harness as well for shorts. I removed the solenoid and bench tested it. After a few cycles it felt warmer than I thought that it should. I cleaned it up really good and cycled it manually a bunch of times to make sure that it moved freely. I couldn't amp test it because I don't have a DC amp meter. I tested the solenoid plugged back into the system but not installed. The solenoid worked fine and the relay worked as designed with a few second delay before the solenoid went to the pulled back position. I reinstalled it and started and stopped the tractor something like 5 times and it's working okay for now, but I don't know why or when it will blow the fuse again, when the fuse does blow it blows as if a short happened with the wire completely gone. I will keep an eye on it and see what happens. I'll post if anything changes.

It's been awhile now [many start/stop cycles] that the fuse has blown. I have the fuse for one of the mis-wired circuits pulled and as of now the fuel slenoid fuse has not blown. I think there may be a short between the utility circuit and the fuel solenoid circuit but don't have the time to take the tractor down again [winter is coming] so as long as I keep the fuse out it appears that the fuel solenoid is good to go. I will update if anything changes.

Perhaps you should rewire it this winter, with heavier wire and then a bigger fuse?
