It's my personal opinion that one should only be charged for what one actually receives. So if you have 10Mbps, and you are only receiving 2, you should only pay for 2. For instance, your electric utility only charges you for the actual Kilowatts used, yes? Gasoline, propane, etc. all by the amount used.
So why should these small or large ISPs get to charge by a name only amount, and then bang you if you happen to be going fast enough to consume something over their preset thresholds?
Ridiculous!:mur: And the more ISPs who can/do provide services like I now have will make it necessary for the others to do the same. The sooner the better.

BTW, I wrongly assumed earlier that the Penguin you mentioned was a reference to Obama. I was wrong for jumping on that. I apologize for that.

We don't pay a surcharge for exceeding a traffic volume cap. Our ISP has 3-4 levels of service speeds to choose from with successively higher monthly charges. 10 mbps is $62.95 per month.

The ISP sent an email this afternoon saying they would be working on the speed problem. I just tested and it ran 2.91 mbps down and .77 up. We watched about 2 hours of streaming tonight with no problems. My guess is they tuned something to make the delivery consistent. Before it was very erratic, good for a while then come to dead halt. We never knew if it would resume or not. Sometimes we would restart the program and it would run fine again for awhile then stop. Or, it would be buffering and get to 99% and hang. That seems like software or hardware settings to me.

According to the cable guy, he had the same streaming problems at home that we have and the ISP had a plan to fix it. He said a lot of people are streaming now.

We will surely never see 1 gig. That's amazing.

I lease two Toyotas, have leased 2 Volvos, 4 or 5 Subaru Outbacks, a couple of grande caravans. Why buy the whole car when you can rent/lease by useage?
Metering, leasing, using what you use then paying for it- where's the downside? Especially when people are already being charged for capabilities they can't obtain from their ISPs, and they have no control over what they pay. Consider this, one never gets too much service, download quantity, etc. or exceeds the nominal service cap without paying for it. Basically the ISPs can supply less than stated speed/quality but you still pay for what you can't access in terms of all downside risks.
Seems to me paying for actual bits received is more equitable, no?

You have no way of knowing how many bits something is going to take before your receive it.

About 10 years ago I was working an assignment in Austria... a small alpine country in the heart of Europe.

Just about everywhere I looked I saw trenching going on... come to find out the entire country was going fiber... from the big cities to the smallest mountain top hamlets with 3 or 4 buildings.

The goal was 99% coverage and when I go back it is still amazing to be in a mountain top village and everyone is connected.

When my Austrian visitors come to California... they are amazed at how slow the internet is generally...

CM, I pay for 15 meg and consistently get 25.. I can't complain.

99% then hang, sounds like Win 3.1 or 95 days! That would drive me nutz. I'm thinking of dumping Dish wetwork and having my tv via my fiber line now. Need to look into it further before dumping on Dish.

Was in Austria this past summer! Great place. They know the value of high speed internet too.
