Yep. The dimensions are standardized and all the tractor manufacturers follow the standards. They have to since all the implement manufacturers follow these standards.

But there are three sizes for tractors under 100 hp (engine): Category 0, Category 1, Category 2. Most CUTs have Cat 1 hitches. SCUTs tend to be Cat 0. Once the engine size exceeds 60 hp, you'll find Cat 2 hitches.

But until quick hitches started being used, hardly anyone cared about meeting the standards exactly. As long as they were within an inch or two, it didn't matter. That's why so many people now have to modify older 3pt implements to fit a quick hitch.

A NH451 will run in any position, up, down, it doesn't matter, it will even run in transport position like this,

If a pittman arm goes to the hinge end of the cutter bar, it won't cut when anywhere near vertical, as only the bar, not the reciprocating mechanism, is tilted. If it has a v-belt going to the end, as in the photo above, it will cut vertically.

How big a sapling? Depends on the tree. I have cut off 2.5" cottonwood before - just go slow. last summer I went through some tall grass with a bunch of cottonwood saplings spaced about 3' apart and never stopped. I wouldn't recommend doing it with the double haybine type guards though. Use the old single mower guards if you do this stuff. For oak, maple, and other hardwoods I would say 1.75" is about as big as I have cut. What's fun is getting into spirea or other shrubs and to watch them fall.
