MT2201D 3 Point Lift Stuck in "UP" Position

Hello Folks.
I have a Mitsubishi MT2201D with a front bucket. The hydraulics to the bucket work fine, but the 3-point hitch just hung in the "up" position with a box blade on it. I had to jack and block the blade to disconnect it, but the 3-point arms still won't come down. Fluid level is good and engine labors a little when the lever is in full up position, indication that hydraulics are doing "something". Any ideas where to start looking for the problem?

I am not sure on your tractor, but most have a knob under the front of the seat to allow the adjustment of the lowering speed. Could this have been turned all the way clockwise and preventing the arms from lowering?

Thank You "AMaxwell". That was the issue. I've only had the tractor for a short time and no manual and most of the decals are gone. I had never used the 3-pt for anything. Now...it won't start, but that's for another day!!
