What is the best method or system to use for duel fuel tanks with one main engine running off both tanks, to ensure equal returns and no overflows on either side...

So you are saying to want to run both tanks simultaneously? To me it would be easiest to have a tube/pipe connecting the bottoms of the two tanks... assuming they are at the same level. Then you only need one pump/return.

I've done this before. The trouble was that the line across would always catch in the vines and dirt in the potato field. So we led a single line up over the frame. As long as we didn't run the fuel tanks dry the fuel would stay level on both sides. It actually worked really well.

Alternatively, mount one tank higher than the other. Fill the top, let it gravity feed to the bottom tank. Draw the fuel supply from the bottom tank and run the return line into the top tank. Thousands of tractors are set up this way.
