I just run a power auger snake through while flushing with water. Let the snake beat around inside breaking up packed in stuff while the water carries it away. It isn't fast if stuff is really packed hard. I've also had to plug up the bottom end and fill a pipe with water and let it stand for a day to get some packed in stuff softened up enough to work with.

To get straight access to the drain pipe, break up th concrete and dig out access for a straight shot. Then you can use more rigid pipe to push thru while running water through it or attach a power washer nozzle to the end.

I think that would give you a better chance of cleaning it out. Then back fill and re pour the drain pad.

get some 1 inch diameter flexible black poly pipe ( 50 feet ) ... used for well piping .....

cut some ragged teeth in one end .... grab a 90 elbow or two ....

from the uncut end , cut off 2 pieces ... 1 foot and one about 18 inches ....

put the 90 in the fresh cut end and put the 18 incher on, drill and pin the 90 elbow with nails ... then slide the other 90 on and add the 1 foot piece ... drill and pin it too....

you now have about a 45 foot snake with a crank on the end, add a bit of water to the hand crank handle and you have a boring machine for clay ....

snake it thru ... attach a rope to the saw tooth end ( drill a hole ) ... pull the rope back thru the mess and hook up your chain and bricks .....

I used my shop vac to remove crud from one of my rain tanks. I only has about a 24" opening in the top and a little 2" screwed bung at the bottom of one end. I just stuck the vacuum suction with plenty of extensions on into the tank and sucked up the crud.

I like where you are going with this, but I don't completely follow. I do have the pipe but don't understand the cut some ragged teeth in one end. That would be the end I put in the drain to clean it. When you are talking cutting ragged teeth in the pipe, not sure what you mean.
