I think he means turn the end into a plastic hole saw...turned by the crank, with water flowing through it.

That makes sense. Thanks.

ditto ... cuts thru small roots and helps with the boring thru clay / muck ... the turning motion makes it walk around stones and other blockages .... cheap and worth a shot .

You could buy a long, flexible 1/4" steel rod, and try to "drill" thru it with a hand drill. They sell 20 foot sticks of rod here, it flexes enough that you can roll it into a large coil to fit in a pickup bed. Or cut it and weld back together at home. I'd weld an old 1/2" drill bit onto the end first. You might need a pipe as a guide in the beginning, or a couple extra helping hands (with gloves).

If you get out the other side then you can start pulling other stuff thru, like a cable, then perhaps a hose, then a cable with a lump on it,,,, etc etc etc..

I would call the county and tell them their storm drain isn't working.

And they should tell you you are responsible for letting dirt run from your property and let the DNR know and bill you for the pipe cleaning.

County/State are responsible if pipe is damaged. YOU are responsible for storm water run off and silt deposited. Just want through it with an home owner association.

More importantly, where is the silt coming from and how to stop it.

I don't know where it is coming from. The driveway is limestone. I think over years it just built up and if I don't get it clean, it's just going to sit in there. I need a really bright flashlight so I can see inside better. It is very dark in there. I don't understand why the pipe I put in there stopped unless it is full clogged.

Not sure this would work in Pittsburgh, but I had a similar problem with a road culvert becoming clogged and the rural volunteer fire department came out and blew out the clog with their pumper truck and hose. I made a nice donation to the fire department in return.

That would probably do the trick. My next door neighbor is a volunteer fire fighter. I'll have to mention that to him.

I think the fire truck method would be a great way, but would require personal/social connections, constant vigilance in searching for the opportunity, interdepartmental cooperation, and luck. Talking to various local gov't laborers, I rarely detect concern for sensible use of resources across interdepartmental boundaries. The public doesn't demand it, so they don't do it.

It seems to me that if it could be done in an hour "the fast way", that what will happen when you rattle cages is a mid-level manager will send out a crew to dig out & replace the culvert, because he can get funding from a higher up agency, and get a little overtime for his crew.

I give it appx 1% chance of the firehose method actually happening within 5 years.

If OP wants culvert cleaned sooner than that hes gonna have to do it himself. IMHO

Might just call a plumbing company that has a large jetter. We have one and they are hard to beat. Wouldn't take too long so might check rates.
