Thanks for your reply, GAFN. It is a two lane Paved HIGHWAY, made out of a rabbit trail, lotta curves and hills, not safe at any speed over the limit of 80KPH ,nor even at that. Hidden dfriveways, no shoulder, deep ditches, trees galore right beside it... and YES I said 55 MILES PER HOUR 80 KPH= 52 MPH and I did say 100 MPH not 100 KPH. In NB we have only a few 4 lane hwys Most of those have speed limits of 110 KPH.

Police hereabouts are Federal..(RCMP) They cost the local taxpayers PLENTY...and so there are not a lot of them in rural areas like where I live..we need more donut shops, I think.
Each RCMP DETATCHMENT is too distant from most places Our Police Detatchment HQ is 40 miles away from everyone not in the big city. The Federal bill to this province for police is over a hundred million a year. RCMP officers get about 70 grand a year... to start at. They "patrol" singly in radio cars. They go by my driveway about twice a day, which means the entire length of this highway (about 80 miles) twice a day. Not hard to avoid them if you have a scanner, but in the ":rush hour" they are all concentrated in the city area where the big schools are..not on the rural areas of the highway like hereabouts. They could make a lotta gold for the treasury if they were in the rural areas catching speeders, but the municipalties have more political clout than our rural local service councils do, evidently.

in NB we used to have provincial cops, but that was just a big pork barrel for jobs and it was too "Mayberry RFD" to be effective, so the Liberal govt under a former leader contracted the RCMP....used to be very good COPS, too. NOW not so much.

I put up a cattle electric fence to keep my Shepherd pup from killing our chickens. A couple times of getting into the fence and no more chicken chasing. I had to do the same at my auto opening gate. Both dogs would nose in between the gates and squeeze thru when we visited our neighbors or the pup would dart thru when it opened and wouldn't come back inside without some coaxing and threatening. An electric fence on it and they don't go near it now. It can open and close and they stay completely away.
This is not cruel punishment for the dog. Although it does shock, it is mostly startling. I have accidently touched them several times and it does get your attention but it doesn't harm anything.

Further to above post, a couple of times getting into the white plastic fence wire and the dogs wont go near it, even if it is not energized. It doesn't take but a couple of times to train them.

My country schoolmate Ronnie, tried peeing on an electric pasture fence once. It certainly harmed him, you betcha! He was carrying a cocked and loaded Cooey .22 and he shot his own foot when he got zapped. Not funny then, but we still get a belly laugh about that adventure. Now we call him...you guessed it....LIMPY!-----

Sorry for your little dog.
I know small dogs make great pets, but some of them aren't real smart and they don't learn these electric fences well. Same for puppies. Not all dogs are created equal. There are smart small dogs, and really dumb big dogs too. Each has to be trained on these fences as well as other things.

A salesman showed me his Golden that was trained to stay only on the tiled area of their home. No carpet creeping allowed.

Whenever I see a dog on the highway or road, I make sure I honk as many times as I can to at least let the owners know their mutt is on the road.

The wireless fence transmitter can be put into a plastic bucket with some holes drilled into the bottom, lid put back on then mounted outside in a convenient spot, IF YOU HAVE METAL BUILDINGS. Just pick a suitable high spot and you will get more than enough coverage.
Where there is a will there is a way.

If you had a buried fence wire and wife refused to use the collar then those are the consequences of that choice. Second time apparently... Fooled me once, fooled me twice... I will leave out the rest...

With my mini pin, I had to use the strongest setting on the collar. She was very determined to get at things outside the boundary and would just "suck it up" if it was not on the strongest correction level. It took a while for her to learn. With the wire fence some dogs learn that if they sprint flat out across the wire they may just get a single jolt and then they are free. This does not work with the wireless system, they get shocked for another 30 sec after escaping before it shuts down. Has to be nasty enough that the dog does not want to do that on a regular basis.

I'm sorry your dog got killed on the highway and I'm sure you and your wife are upset about it. Do you suppose the poor sucker that hit the dog felt anything? I can tell you first hand it's not a fun thing to kill a dog with your car and you don't have to be speeding. I killed my neighbors dog going 15mph right in front of his two young kids and wife. I felt terrible but there wasn't anything I could do when it ran right in front of the car. I locked up the brakes and skidded on the gravel, the right front wheel went over the dog crushing his shoulder. There was nothing that could be done for him except put him down.

The neighbor has an "invisible" fence but it fails often and it takes him a long time to fix it. The dogs figure out pretty quickly when it's not working and start playing chicken with me. I've requested many times that he fix it and warned him what would happen if he didn't. That said, I still felt terrible when it happened and cringe every time his new dog charges my car. To his credit, he spent the money to buy a tester and the fence is working now.

I'm not going to offer any advice, I give enough to my neighbor and don't feel good about it.

Kevin
