So here is the latest update.
Took apart the spool valve and checked for dirt. none found and oring looked good
Jacked up the back of the tractor to make sure its getting oil and that the pump is primed
Removed the little arm from the lift lever as book instructed as tried full up with gauge attached. never saw over 650-700 psi.
the pressure was never constant and would go back to 0. hyd. still noisy and sounds like it straining. the only thing I have not done is remove the lift cylinder and inspect it.
Will be doing that soon, if nothing is found there it will be a pump replacement next.
Any thought from experts would be nice

Have you cleaned the screen for the hydrolics yet. There is no filter, just a metal screen. Sounds like it is clogged to me.

650-700 is not near enough pressure. Pump may be going or did you service the filter? I know it's a screen, but Shibaura and the service manual call it a filter.

When I had my 1700 I had to clean the screen on a yearly basis. I take it you changed the fluid when you cleaned the screen. Sounds like pump problems or there is a clog somewhere.
