3 point hitch

.....................There is a handle that sticks out of the fender....that connects to something ..not sure what.........there is a lever...external...that I can move ...if I pull it ..the hitch goes up...and if I let it go...it will go down....

I guess is there are 2 things that effect the up and down of the hitch...

So you have fixed your problem then

this is the only lever to operate the 3pnt... if your letting go and the lever is falling back down causing the 3pnt to let down then check all your connections and springs to be sure one hasn't gave out

.....thought I was missing a piece from the handle.......but now the hitch is in the up position and I can get it to come down ???.....I could move it up and it would go back down while moving a handle that is attached to the chassis......any ideas

No....there is some linkage I think that is missing
