Curious myself. Probably a lot of scientists that would want to know as well, since it defies simple physics.

Maybe the 500# wheel weight is a round chunk of rubber, with some bar tread on it, slipped over a steel rim, and then bolted/clamped to the tire?

Can anyone say duals?

How is weight outside the tire supposed to pull better than the same weight inside the tire?

Yes it does . Proven on the test tracks used by tractor tire manufactures . It's not a huge difference in lbs drawbar pull and HP per gallon but the difference exists. It has to do with tire flexability and sloshing fluid.

Sloshing fluid could work as an advantage if you time the tugs right.

Are we talking about a 0.00001% difference here that would be negligible in the real world?

If I could drawbar pull 5000# with loaded tires, I dont think 5001# with cast weights is gonna change a thing. I bet eating a large breakfast and hopping onto the seat weighing 2# more than my normal would have a bigger effect than ballast type

i used a 15 gallon spot sprayer with the electric pump. I used WWF as it came out to a bit cheaper than RV antifreeze. ANd both are non toxic so if your leaking your dog or cat wont die from licking it up like the other auto antifreze.

I used online coupons for Advance autoparts which can be found and multiple orders placed at just the right threshold to maximize savings. I think the coupons allowed me to get about 40% off the price. Catch it on sale and you can have the winter stuff for less than $1 gallon. I am in SC i could probably get by with water esp in a tire under a shed 99% of the time but those few hard cold snaps we have i did not want to chance it. I got new tubes and filled them. I just hate i waited so long to do it on my little yanmar. Hooks up to the ground way better for disks and plows and is more stable on side slops. You can actually tell it holds the ground better with less wheel spin instantly first time i pulled the disk with it.
