I've done several by screwing the nut on, carefully heating the shaft through the center of the nut, pull up on the wheel and strike the nut. Usually pops right up.

Those two pullers look pretty much like the options out there. The steering wheel puller would need threaded holes next to the shaft connected to the steering wheel it is on. The other option needs something with some beef to grab on the outside to pull it off. Your wheel does not seem to have either. Soak it in whatever for a few days and then wack it. JMHO. See if you can find out if it is tapered shaft fit or spline shaft fit then decide. Heating the center by the shaft will work if you don't care about any plastic coating on the wheel.

I've done several and not ruined any plastic.
Well looking at the PICTURE I don't see how you could heat the center of it and not do center of the wheel plastic damage but there ain't much plastic left to worry about anywhere else on the wheel,,,, So yeah heat is always a option. Guess it is up to the owner to decide risk of application.

Well, I use cooling gel, only heat what needs heating and work fast. But if it needs to come off, collateral damage may result. I have damaged plastic with heat from a torch, same as everyone, just not on steering wheels, tractor or car. And I saw the PICTURE! :D

If you're not finding a puller that will work for you. After getting picture to load your wheel won't accept a steering wheel puller. Make you a slide hammer.

You need a small piece of flat bar. Bent to reach under wheel with a cut out to go round the shaft. A round rod welded to the flat bar. A weight that will slide on the round rod. Then a cap or flared end for the weight to hit. I've made a few special pullers this way at previous jobs over the years. Also a good reason to get that welder going.
