Probably, but with this bozo I wouldn't put it past him having just forgotten to put the ramps up before driving off because he was distracted by his phone call.

If he really were on the phone, he's in another world oblivious to reality. I think he could easily overlook the racket.
Personal experience: In town a real estate lady departed the vacant house next door, on the phone of course. She gouged most of the length of her car on the bumper of my parked Subaru, never steered away or braked when she contacted it. This wasn't close quarters, she had been parked a car length or more behind the Subaru. She said she didn't notice because she was on her phone.
That accident never should have happened.
Thankfully her insurance paid but my car was still out of service for a couple of weeks.
I read somewhere that phone driving causes as many accidents as driving over the sobriety-test limit. The sense of responsibility and situational awareness needed to avoid an accident are missing when the unexpected occurs.

Agree! At my work I cannot tell you how many times forklifts have been damaged because somebody dropped a wheel off the edge of the concrete even though they do not have to get anywhere near the edge. then they use another forklift to try to drag it back on.

Nobody noticed no tie-down on arrival or departure?

I did, but I was thinking that maybe he was moving the skid steer from one part of the lot to another. It didn't make sense to arrive, drop the bucket, then put it right back on the trailer.

This driver and my neighbor's real estate lady would be instant best buddies if they met. Taking to each other on the phone, of course.
