In Riverside County that's not a problem at all. You don't even get an occupancy permit unless you have the required amount of water storage on your property, plumbed so the FD can access it. How much is required depends on where you are. A friend of mine in the hills south of Hemet was required to have 10,000 gallons on hand.

Two places I looked at had water storage with FD hookup and emergency water pumps... the newest one was built in 2005 and also was fire sprinklered with two 10k tanks and a pond syphon... didn't help and in fact the existing owners were non renewed and presently have Lloyd's of London for their mortgage.

Hate to say it but people who knowingly build in high fire danger areas, need to pay their own way. High property taxes dedicated for fire department, insurance rates commensurate with actual risk.

Same reasoning as those people who keep rebuilding on coast-side cliffs, flood-prone valleys, or in tornado country, where nature can be expected to trash everything at intervals. Fires and earthquakes are native to here, we need to recognize and deal with these risks.

I was looking at places in Castro Valley and Alhambra Valley... not in the boonies and both a mile or two from the Interstate... but, no sidewalks or streetlights.

They both are assessed Cal Fire fees so they are not without targeted cost recovery.

I'm in Oakland and see newly burned to the ground or burnt out sites often... but fire insurance no longer seems to be a problem in the city.

Just an fyi about tornadoes. I've lived in tornado prone areas 60+ years. I've never seen two tornadoes hit the same exact area twice. Also while tornadoes can, they usually do not completely destroy an area. For example, I have two brothers who have a common backyard corner point. A tornado hit the area. One brother had a couple of hundred dollars of damage. The other had about $40,000 damage. One adjoining house was totally gone except for some rubble. Another adjoining house looked okay but had to be demolished; the tornado had picked up the entire roof in one piece, sucked some stuff out and set the roof back down; I wouldn't have believed it if I hadn't seen it. Tornadoes are strange and totally unpredictable. I'm sure our insurance rates already have a risk factor built in for the tornado danger.

I lead work days at a local park and always get a few of these. They appear shocked to see that other people actually own old jeans and work boots.
