Cattle aren't Olympic jumpers like horses or goats. A 24 inch high barbed wire will keep them in. The lower wire is to keep their heads from under the wire. While grazing, a cow will get their head under the wire reaching for a morsel, then raise up tearing the barbed wire out of the posts. Then every body is free.

Sorry--I have to disagree on that one. Last week, I watched 5 cows jump a 4ft horse fence to get into one of my pastures....

Yes, it only takes one that is a jumper and the rest are just copy cats. Seen it several times with a neighbors cows.

This neighbor told us "a good fence makes a good neighbor". So I put one up.

This type of fence surrounds my property. It has 3 hot wires.

We would run fence like that on several hundred acre places or if we were leasing pasture short term. The top wire looked hot with its insulator. The bottom could be hot also but like someone mentioned grass can short it out. They could've sprayed the fence row and it's just grown back and was used for curious calves trying to explore

Honestly - barbed wire at 24" isn't going to keep many cows out. They will either, just step over or simply smash it down. As far as the electric wire - well, as soon as it makes contact with the weeds/grass, its grounded. And if the electric wire is one of those "weed cutter" types - watch out for wildfires.

I just can't imagine anything that would be confined buy the setup the OP has shown. If it were such a great deal - everybody would be using it.
