I don't remember that being a problem even with 15 HP compressors operating from 25% to full load.

An air compressor sees "full load"with every piston rise and fall. Put the amp meter on and see. I've set the display on the VFD that supplies my 7.5 HP compressor, There is little evidence of load variation from when the pressure switch turns it on until it shuts off. So... Transformer based phase converters are NOT well suited to variable loads.
And NOT something the OP should be looking in to!

I checked Kijiji and found only dealers selling such units with no prices, so off I went to my contact. The guy probably has four hundred transformers in stock. Got a Marcus 5KVA, 600 Volt to 110/220 transformer for a couple hundred bucks CDN.

So plan is. 220 in to X-Former, 600 out to 5HP rated AC Tech MC series VFD out to 600 Volt 3phase 2 HP Motor on Milling mc.

That should work! You might want to include a disconnect switch somewhere close to the machine also.

Yes, And maybe a contactor to switch the primary power off from the machine, as the transformer might not be right there. 600 makes me nervous!

You'll need to verify you can disable input phase loss detection. Not all VFD's will run on 1 phase.
