The first ones on that page require a slot (like the lighter colored tab shown in the picture), then they go into a standard captive nut.
The OEM metal ones are like the ones labeled Quick-Access Captive Panel Screws
Nut: McMaster-Carr

You could probably get those at a Harley dealer. They use them to fasten the saddlebags. I'll bet you pay more, tho. There's been lots of complaints about them releasing and loss of bags. I replaced mine with screw in knob style units. They are available in a 4 pack from Ebay. They won't go anywhere.
