You're asking people to think from another person's perspective.

(i.e. so THEY can see you, not so YOU can see better).

Many people are incapable of this no matter how many laws you pass.

If you've ever visited TBN's political forum you know many people are capable of only one perspective. It's interesting how we tend to divide people into groups, liberal/conservative, rich/poor, educated/uneducated, etc...but I see on of the biggest differences in people is "empathy". People have it or they don't.
(the same as "curiosity", but that's a different discussion...)

We've had daylight running lights here for at least 20 years.... and I'm amazed how many people go out of their way to disable them.

It's pretty obvious that many people go out of their way to be stupid. Judging from their actions some seem to work very hard at it.

Equally dangerous is the idiots with 4 way flashers on in the fog. Blinds anyone near them.

Driving with 4 ways on as in your example comes under #3 here. During extreme weather conditions such as snowy whiteouts or fog it is much easier to see a vehicle you are approaching if they have them on. This may not be legal in some states. You probably don't have too many whiteout conditions but we have far more snowy whiteout conditions than fog and I appreciate people using them to make them more visible at a further distance. Also, it lets me know they are driving slower than the speed limit such as in example #1. I may feel safe driving on the interstate in a white out at 45 MPH but the guy in front of me may only feel safe driving at 25 MPH. Without him having 4 ways on I'd assume he was doing 45 and be on top of him in no time. In some states it is the law if going under 45 MPH on an interstate.

1. A semi merging onto the freeway, with a very heavy load, and it is going to take some time to get up to the proper speed so the hazard flashers are used to warn other drivers.

2. You have a failure of your headlamps or tail lamps while driving down the road and use your hazard flashers so that other drivers may see you.

3 Extreme weather conditions (although often times, many people pull over because it is too dangerous to continue).

It's the same thing with the rain. People are supposed to turn their lights on when their wipers are running, it's the law, but no and I can't understand why not. It's not exactly rocket science. I guess what it boils down too is that many idiots are just too stupid to be driving on public roads just like many are too stupid to be allowed to vote.

Same here, wipers on = headlights on. I think auto makers should incorporate that into the vehicle when building them. Too many people here drive without lights when wipers are on too.

Using that line of thought, the auto makers might as well put a sensor in that turns the headlights/tail lights on according to some norm. Seein' how there are so many idiots that don't know when it is advisable.

Don't worry, it won't be long before you won't be able to drive your own car... then we'll all be safe. ;)

Um... don't all modern vehicles do just that very thing. All I have owned for some time now do..
