The trailer axle could have been bent with a previous load. If it has radial tires, they look like that all the time I think.
Here is one I saw Friday. It is a BX with a loader on a single axle trailer. The tires were under inflated and the tractor was "secured" with a rope going across the floorboard. There were also bags of something possibly sand or rocks, on the front of the trailer. It was very tongue heavy. The trailer axle was bowing pretty good.
