Several have mention fuel filters. Following that train of thought....No one has mentioned fuel flow..I.E. debris in the fuel tank restricting flow.
I have experienced that issue.

I don't think so. I did not operate a slip clutch on the tiller. It went fast or slow depending on the pto.

A slip clutch is not something you operate. It is designed to allow the pto shaft to slip when something bad happens so that it doesn't shock the engine so badly. It's a really fancy shear bolt that doesn't even need repair.

Either buy or rent a compression tester from the local auto parts store. Autozone "rents" many tools for free. You buy it, and return it for full refund within 30 days. That way they don't have to worry about whether or not you return it. If you don't, well, you bought it. Not all tools, though. Call and ask.


The fuel filter looks clean from the outside.

I do not see any fluid in it.


That's not good. Disconnect the line from the tank where it connect to the filter, and see if fuel will flow out. If it doesn't, you have gunk in your tank blocking the exit.

A slip clutch needs annual maintenance. If you don't they freeze up & don't slip when you need them to. Usually messing up your drivetrain.

This spring I loosened up all the bolts holding my clutch together so the springs were loose. Stuck a 2x4 into the tiller tines & fired up the PTO. Huge bang & the tiller time cut over half way through the 2x4 before the clutch finally slipped. 1 year of Colorado's extremely dry weather had glued/rusted the clutch together enough to more or less cut a 2x4 in half. No spring pressure holding it together.

After that you run it briefly to polish things up then tighten it back up (2 turns after finger tight for mine).

Make sure you do your anuall maintenance if you expect your slip clutch to work.

Sounds like fuel to me. However have you checked the finish mower to make sure it's not binding up on a bad bearing or something. With it disconnected from the tractor you should be able to spin the blades or the PTO shaft fairly easily.
