I don't think so. I did not operate a slip clutch on the tiller. It went fast or slow depending on the pto.
How do you do a compression check?
The fuel filter looks clean from the outside.
I do not see any fluid in it.
A slip clutch needs annual maintenance. If you don't they freeze up & don't slip when you need them to. Usually messing up your drivetrain.A slip clutch is not something you operate. It is designed to allow the pto shaft to slip when something bad happens so that it doesn't shock the engine so badly. It's a really fancy shear bolt that doesn't even need repair.
make sure fuel filter is installed correctly and not backwards
