Tractor starts out fine, but as it warms up the power steering begins to fade and eventually quits. Changing the filter and flushing made no difference. Steering will work approx. 45 minutes before begins to fade. Any ideas to correct the problem??????

Browsing the forum I see nobody seems to want to know about your problem AJM. Maybe 'cos the site looks pretty 'orange' orientated at times.
Anyway, you could have been a little more forthcoming with information.
How old is the Blue Beast? How many hours? - 45 mins - warms up...? How hard do you work it in the 45 mins? How hot does it get? Objective or subjective analysis: Do you measure temps to determine heat? If so, where and with what? Hand, Thermometer, Digital Thermometer...?
When the steering fades away, do any hydraulic functions fade as well? FEL & 3PH still work?
Regularly serviced? Last oil/filters changed when?
You see, it's hard to help you when you didn't help us much. Clairvoyance is not a diagnostic tool in my box.

Now that you have all this information does it change your ability to answer the question????

Yes it does! But I have no in-depth knowledge of the Ford 3930 but I think the pump sits on the LHS under the alternator? My point being, you see how you had all this info before-hand to add to your original query?
Hydraulic components involved are:
Pump. Is it leaking or weeping at all? What oil did you put in the reservoir when you changed it?
Is the
Steering orbital. Any leaks or sloppy feel at the wheel?
Steering Ram. Leaks externally? Any noises at full lock? (Possible internal leakage?)
Pump rebuild is viable. they are similar to the MF pump and most older car Power Steering Pumps.
Someone else here may have had a similar issue so stand by.

Use the search function, there's been hundreds of these "hydraulics don't work or weak hydraulics" threads before. Unless you put a gauge on the pump pressure port (working & not working) there isn't any "good" advice besides replacing/rebuilding parts until it's fixed.
Once you Isolate the problem, pump, steering valve or the steering cylinders, only then can somebody give some "good" advice.
