Wont idle down when throttle is put on turtle

I've got a T400 and when I put the throttle back to turtle it wont idle down. I moved the throttle lever on the fuel pump and it goes down just fine. Is the spring not strong enough anymore? When I first got it a week or two ago it worked fine not it will stay up to 1500 rpms. If I dont get out and manually move it down or it just gets worse.
If I dont attend to it it will go up to 2000 rpm and not throttle down. Can the return spring just wear out like that?

I'm thinking that the cable just has a bit of water in it and it's getting rusty. Does your tractor sit outside?

Find the cable where it is attached to the throttle lever. As you move the throttle back and forth spray the cable with WD-40. If there is a rubber sleeve on the end of the cable pry it off enough to get the WD-40 where it will do the most good. If you spray WD-40 on it once a day for a few days You should notice a difference. After that periodically spray the cable so it get's some lube. Especially after a rain.

I did spray some wd40 into the cable just for good measure but the way the throttle lever works the cable only mechanically pulls on the throtle to open it. It has a spring on it that is suppossed to return it back to the idle position. I dont understand why the spring was strong enough before and all the sudden now it's not.
Im worried that there is something wrong inside the pump housing itself, but when I push on the lever with my finger there's no real resistance.
Kind of a querky thing. I'll definately share what I figure out it is in case it can help someone else here

This is probably because, as PMS suggests, your 'Pull-only' throttle cable is partially seized and the spring isn't strong enough. The spring hasn't changed - The cable has.
You can prove this by disconnecting the throttle cable at the pump end. Then you can operate the throttle on the pump manually and see if it returns ok?
Equally your throttle cable should be able to pull back with a pair of pliers easily.

Do the revs just increase by themselves (No throttle lever movement)? Or do they just go up when you move the T/lever but not go down when you move lever back to 'Tortoise'.

What happens when you use the foot throttle, does it stay revved up or does it come down?

Sorry for the delay, I was unavailable. I will pull the cable from the lever as you guys suggested and see how it works next time I can get to my tractor.

Btown; at first it acted as it should but now the pedal stays down with the revs up. I have to put my toe under it and bring it back up.

Easiest thing to do is replace the spring. If not that then the cable. I had a lawnmower that the cable would get a little moisture in it and seize up. It was store in a shed. It probably got a little rain on it while I was mowing. Good luck
