I just inherited a Jinma Rhino 284. Think its about a 2000. I cant find any way of disabling the PTO drive - the manual says there should be a lever below the seat on the right but the only levers I have are the Diff, and the Hitch Lift / lower. can't see any others. is the pot on all the time on some of these? Seems a bit weird.
Also I can't get the Hydraulic lift to go down. If I push the lever forward it lifts but if I pull back nothing happens....

My first suggestion is for you to post some pictures of your tractor as then we can make better suggestions to help you and also avoid any confusion.
Pictures should be of the complete tractor from both side and the back. Then closeup pictures of the control levers, dashboard and both sides of the engine.
Do you know the term live pto? Some Chinese tractors come with it, some have it as an option. A live pto will turn even when the tractor is stationary. Older simpler pto's only turn when the engine clutch is release either in neutral or in gear. A third type of pto only turns when the rear wheels are moving. This is not found very often. All have the ability to be disengaged.
The live pto setup will have a clutch for the pto itself and another one for the transmission. Sometimes the same clutch pedal serves both clutches. Push down half way and the transmission is disconnected. Push it all the way down and the pto is disconnected.
We need to figure out if you have live pto or not. Careful observations of the pto shaft while pushing the clutch pedal will tell you a lot. It can happen, more often on newer tractors, that the pto clutch is a separate lever. I doubt this is your case.
Does your tractor have rear hydraulic remotes or a Front End Loader aka FEL? Simple tractors hydraulic systems are built to serve either the 3 pt hitch lifting cylinder or a single acting external cylinder as would be used on a trailer which is dumped by the single acting cylinder. Do you have power steering?
The lift arms will have a feature when in use to regulate the speed which they go down when carrying a heavy weight. Without this feature the implement on the 3 pt hitch would just crash to the ground. Usually there is a hand-wheel adjustment for the operator to use to adjust the decent speed. This feature can also lock the cylinder from gong down.
