Yes - may have some water in the fuel. Drain and replace filter(s), drain the tank and lines. Replace with fresh fuel. Check your manual on how you need to prime the system with fuel before trying to start.
As for the service manual, you should be able to get one through your Kubota dealer. They will probably have to order it. I bought a service manual for my allis Chalmers 185(tractor made in the 1970's) for about 40 dollars. They had to order it and it took about 10 days and the ups truck delivered to muy door. Make sure you get the service manual and not the owners manual. As for fuel flow you shouof be getting more than a few dribbles. Also, on your diesel fuel supplement I use either hoses or power saver. Both seemed to be good products. You want to make sure you get you mix ratio right. A bottle/ jug of fuel supplement is usually made to treat 100 gallons of fuel. A good mix ratio is generally about 1 ounce of supplement per 5 gallons of diesel fuel. Another trick you might try is to take your wife's hair dryer and set it on high. Blow the hot air into the air breather. This will warm the intake and in theory the air will be warmer going in the intake and help start the tractor. Hope this helps.
