It is not that rare, at least in my experience; seems that not everyone is inclined to file suit. I recall back in the 80's and 90's employers were stretching to hire women and minorities. I recall talking to some Uranium miners in New Mexico; they alleged that management busted their butts to hire women to work in the mines, but for the most part, they couldn't do the heavy work, so they were all gravitating to the softer jobs...jobs that were traditionally reserved for the older miners who had paid their dues; some who had injuries and disabilities from years of working in the mines. They were very bitter, to say the least.

Started long ago. One of the very best managers I ever worked for had resigned from reasonably high-level govt job not long before I was working for her in the private sector. I remember her describing a Sr. Admin running around the office screeching about how she couldn't possibly be allowed to resign Right Then, as she had just got the "Genders Balanced" for an upcoming conference.
Being a plain-spoken lady from the Rock (Nfld), my buddy then loudly asked her (in front of a very high-level official) "What the _____ are you talking about ? Are we supposed to be _______ing all weekend ?".
Yeah, I miss working with her, and No, she didn't fit-in to a govt job any better than I did.....
Started with govt, and got extended into the private sector with either direct legislation, or carrot/stick contract clauses (must have xy% minority employees on staff, to bid).
I don't have an issue with anybody competing directly on a job. Different story, if the playing field has a permanent tilt.
Some women (and men) can't accomplish certain physical tasks - you shouldn't get a "special" promotion because of that.
Discrimination has many forms. Some can't be openly discussed in the pc environment of today.
