If it was me I'd buy a new rim of the correct size, Take it to a welding shop have them cut the center out of the new rim and cut the old rim and weld the adjusting slides to the new rim.

I am assuming the hubs were adjusted for the plow and not the axle? If so, are the hubs in good enough condition to mount into new rims? Less outlay if so.

He needs the old Ford style rims discussed in posts 82 - 84. Here's a source for them: Power Adjust Rim for Ford 1955 thru 1964---2016
Otherwise a new rim plus center disk is needed. Or a blank rim can be used by cutting the adjustment slides out of the old rim and welding them into the new rim as suggested above by Boomer1025.

Taking a look at the link shared by Ford850, I went and measured the old rim and it is actually 11x28. I thought that 14.9s wouldn't fit on them so I assumed 12x28.

That skinny 11" rim they are asking $495 PLUS shipping, give me a break. They have some cheaper ones in 13x28 but you lose the adjustability. I don't know if they mean you just lose the power adjust, or you can't adjust at all; anyone know?

I would look at something like this, free ship <$165:

Then search for a used center disk either local or online for <$100, they are very common, probably no more than $50 locally,
VINTAGE FORD 4 DIESEL TRACTOR -REAR WHEEL CENTER -FOR 28" RIM - 1962 | eBay
and you are good to go with the proper 13" wide rim for your wide tires that is fully adjustable in 2" increments each side.. You could probably turn around and sell the old power adjust center and get a good portion back, people look for them.
