The tube looks to be partly extended, at least there are marks on the side where it looks to have been inserted further at some point. So is the pin in the receiver? ..... oh wait a minute, his safety chains are holding the tube from sliding out too far..... I think he is good to go.

If its like most of those hitches with 3 balls, there are 2 holes 90 degrees apart from each other, so the hitch will stick out a different amount depending on which ball you are using.
