The tube looks to be partly extended, at least there are marks on the side where it looks to have been inserted further at some point. So is the pin in the receiver? ..... oh wait a minute, his safety chains are holding the tube from sliding out too far..... I think he is good to go.
He couldn't find anyone to help turn the trailer over so he could use the bottom ball.

The sad thing is, if something bad happened, (Not going to get descriptive, you know it could be BAD) this idiot would not understand why it was his fault. Might even feel persecuted.

If its like most of those hitches with 3 balls, there are 2 holes 90 degrees apart from each other, so the hitch will stick out a different amount depending on which ball you are using.The tube looks to be partly extended, at least there are marks on the side where it looks to have been inserted further at some point.
