Based upon performance, Pretty sure our schools have been doing this, without saying so.

Scouts Australia has had girls for several years and it works well, I was a Scout Leader for several years but succumbed to the unrealistic demands of incompetent committees.
We have different names starting with Joeys (a baby kangaroo), Cubs (too noisy, couldn't handle them), Scouts, Venturers (too cunning) and Rangers (if they go missing try the local pub).
The girls were every bit as good as they boys and worked well with everyone, we just had separate tents on camps but as they had to leave at 14 night wanderings were not an issue.
Girl Guides don't accept boys but then the girls we had in Scouts were not interested in 'girly' activities that they pursued and would rather come out abseiling, rock climbing and other activities with bone breaking potential.
There are several camps owned by scouts around the country and we used to do our different leader courses at Gilwell Park, named after the estate owned by Lord Baden Powell and donated by him with many others, it was a cold leech infested area for camping in winter and rotten with snakes in summer but provided some good times with other leaders, alcohol was strictly forbidden, a rule that was strictly unadhered to on leader weekends but never when out with Scouts.
Unfortunately committees can destroy many organisations with incompetents at the helm, often people who have never had any management experience throwing their newfound weight around.
Religion has had little influence with the organisation.

Everyone, please repeat after me...
With the BSA in the United States, it's NOT the BSA that determines who can join, but the charter membership. This is intentionally done so the BSA isn't held liable.
As noted, the BSA at the ground level is made up of volunteers. For some reason, when some people wear a uniform, power does go to the head with some people for some reason. I wore a BSA shirt only with BASIC unit info, but that was to set an example only to wear a uniform. The guy that replaced for the time being at the cubscout level kind of like letting people know he was the cubmaster wearing his complete uniform with ALL kinds of insignia.
The pack / troop is what the parents make it. For testing on our end, no short cuts were taken, that said, if a 8 year old can explain the core values and scout law, he doesn't have to say it "word for word" to pass. I've always held the notion that it's more important to actually know what you're repeating.
With knots and general "working projects", the kids either did it themselves or they didn't do it at all.
That said, when we did the pinewood derby in cub scouts, my boys did have by far the ugliest looking cars EVER because they did most of the work on them LMAO

Any idea why? My Eagle scout son organized and ran a major cleanup on a stream that took a LONG time.
Except for a few cars (my son's cars also were ugly) most of the cars in our troops pinewood derby were immaculate. We had group of parents that felt money was no object. They invariably groused when an ugly simple wedge car won. I don't think streamlining plays a significant role in the average pinewood derby. Just be sure to pencil the axles.

The major variable is weight, and in the right places. Max allowed is 5 ozs and you need to ensure you're at the 5 oz max on the nose. Believe me, I know this for a FACT:laughing: Our first car came in around 3oz. BIG MISTAKE LOL
I will admit, I did use the dremel tool myself instead of letting my boys use it to place the weight inside the bottom of the "car". Had to give them at least a fighting chance.
There is NO WAY that in our complete district that any boy did direct work themselves on their own car for the prize for "best showing". Pic taken in 2014

I would of at least asked why.
I explained to the parents that when I was in a leadership role, and even though I may of worn a uniform, scouting starts first and foremost at home and the boys parents should be their own "Scoutmaster". That also includes holding your leaders responsible for what the boys are doing.
ANYTIME a parent asked me something, it was their right for me to give them a straight answer as a leader. Packs or Troops should never be run like "clicks" at school, everything should be above board and everyone should know what the rules/procedures and policies are.
If parents don't get and stay involved, it's possible for the troop or pack to be run by a "dictator" IMO. I believe this can be true for ANY organization.
That said, out of how many e-mails I've send out to boys parents, I can probably count on one hand where I got a response. One of those guys who actually did respond is the new leader now LOL

IIRC, the rejection was usually something along the lines of "the project is too complicated/involved" and it was from the district or council level (cant remember which) board that reviewed Eagle projects
