You know who else doesn't drive with insurance? Government employees.
Last time I was in an accident an attorney for the state of WA rear ended me at a yield. We were both confused when she found out there wasn't an insurance card in the car. Turns out there's a whole separate process where the state handles it independently. In the end the damage was so minor that I didn't want to hassle with having the car in the shop so never saw what the whole process was like.
