Shandong KM554... Worth rolling the dice on?

A Shandong KM554 with a loader popped up near me, not running "wife wants it gone and wont let me spend more money on it"
Reportedly the seller cleaned the fuel tank, bled the injectors and it ran great, but the hydraulics were jittery after moving about 20 bucket loads of dirt.
Wondering if there was some junk left in the tank that broke loose and is plugging the outlet and the hydraulic fluid was low enough to aerate. Worst case, it looks like the hydraulic pump is $80 on Aliexpress.

Any thoughts? Is it worth politely putting a lowball offer of $1000 for it? Thinking that worse case, I should be able to get that back from the tires/rims, loader, loader valve and wheel weights.

Good to know. Looking closer, it appears that the tractor sat in water at some point. There is a waterline on the bucket and tires to just under the front axle.
