That is exactly what happened, but the TV weatherman on KY3 was continously warning about the wind front out ahead of the rainstorm. He showed it on radar and explained it quite well. And it hit with a bang. I was getting a bit worried for antennas and house roof.

How many of the dead were not wearing a life jacket? How many of the alive? Did any of the passengers even ask for them?

Probably not. If the Duck was enclosed, they probably (wrongly) felt safe enough. Life ring on the wall for decoration.

What a tragedy.

They are required by law to have life jackets for each person on the boat. Every one I've been on has had them. And they have to show you how to use them. But they aren't required to make you wear them.

I have ridden on them when I was a kid and an adult, both at the Dells. I remember when I was a kid we drove into the water pretty hard and some kid in the back smacked her face a got hurt. Seemed like this one was enclosed and the people had a hard time getting out, life jacket or not.
