I’m saying that every commercial vehicle inspector across the land enforces 49 CFR for load securement, I do not know of NYS having load securement laws, we adopted the 49 CFR regs for that.

Think about how much sense this makes......

if I have a track mini excavator do I not need tie downs? There are no tires?

If I have dual wheels in the back of my tractor, do I need 6 tie downs?

If I have one of those utv land water buggy’s do I need 6 tie downs? The ones with 3 tires on each side.

If I take off the two front tires and block up the front end, do I now only need one tie down?

It makes no sense to demand number of tie downs per tire, it’s way to broad of a regulation.

I had my trailer in front of the hardware store couple years ago, and John from John's towing came out and said you better put two more chains on that tractor and straps on your loader backhoe, unless I like paying fines to Washington, county, have a to go up to Ft Edward tomorrow and check on pistol permit, will check on county and state laws for towing. I wasn't trying to comment on federal regulations.

Problem with John from Johns towing is he is held to the standards of 49 CFR as he is in business.

If your dealing with the local sheriff or PD, I guess they could make up something like your saying, I mean they could say you can’t drink Pepsi after 9pm on Friday in the street either.

I don't quite understand why you brought up Federal regs in this instance, I'm not hauling over the road, tractor is 3500lbs on a 14,000 lb trailer. I'm up and down the Thruway from Ontario to Boston and have yet to see any car carrier only have two straps on any car and in any position on the racks. At most, I travel 30 miles down to Troy and back one or twice a year. If your correct, so be it, I stand corrected then, but, I don't chain down to the requirement, I go way past the requirement for my own personal satisfaction.

And you can put 100 tie downs on something, I just don’t want people thinking they have to do things that aren’t required.

Oh and you can’t bring cars into this, they have a whole different section for how they are secured.

I understand what you are saying, my example would only apply to tractors, or 4 wheelers, but you are responding with it's wrong, I can accept that. If I drive up towards Plattsburgh on 87 and your in Twin Peaks and you see I over secured my tractor and equipment I doubt you or your comrades would ticket me. Well, in the early 1980s I got an overweight ticket in Peru on my way down to Lake George with a load of bark mulch coming down from Faccets Quebec up by Hawksbury but that was many moons ago. That was back when I had grey hair and New York upstate was alot of fun, less regulations and more work than we could handle.

I used to haul heavy equipment over size all over the lower 48 true each state has there own required amount of chains on each piece of equipment. But I have been told you can use straps to hold a bucket on loader and one a backhoe. But I have found over the years hauling the loads just do it the way the most restricted state requires and you will be good in the other states to me Alabama was the worst state for required tiedowns. This is the required for a 40 ton excavator not that y'all be hauling that but just giving you what a big truck oversize needs to learn and go by I have been thru the scales in every state most of the time if they see that you have the minimum requirement they won't bother you I have even measure the tracks to make sure it was on straight. You need 2 chains on each track cross chained front and rear also 2 from the frame of the machine to the trailer front and rear and then either a strap or I used a chain over the bucket to prevent it from swinging that's a minimum of 9 chains per. And of course the heavier you get the more is required so just make sure use whatever makes you feel comfortable if it's chains or straps make sure that they are rated for what you are securing.

Each wheel is supposed to be chained or strapped, so 4 tires 4 chains or straps, up in Washington county it used to be $100 fine for each wheel NOT chained or strapped could be more now in 2018
In addition, to the wheels, the loader and backhoe must be fixed to the trailer, I just ran straps over both and tied down. I live in a small town, and doesn't take much to be remembered from the Sheriff's Dept, so I try and be as legal as I can be.

Household Goods

The New York State Transportation Law (TRA Sections 190 through 199) and Title 17 of the New York State Code of Rules and Regulations Part 814 govern the transportation of household goods within New York State.
So, if your tractor weighs under 10k, you only need 2 tiedowns for the tractor (plus one for the backhoe and another for the loader). Is it a good idea to use 4 straps/chains? Yes, but it's not required.

As for the car carrier, there are a couple of things in play:
1. If they chain to the frame, the slots in the unibody "frame" are only rated for so much weight (think big bumps in the road for shock loading).
2. If the car moves and hits another car or is otherwise damaged, they (or their insurance company) have to pay for repairs.
So, they have a significant incentive to make sure the cars don't move at all.

I agree on oversecuring, when our BX2660 goes on the trailer, it gets 4 2" 3333# WLL ratchet straps...

I bought 2 of the keeper brand straps linked above and so far not superior impressed. It’s a good strap and it has the WILL printed on the side, but it’s about the same quality as my tractor supply strap that cost half as much. While I was at it I bought another lawn mower tie down system. Since it came with 2 pretty good 2” straps I feel like the valve is pretty good for about $35. IMG_4534.JPGIMG_4535.JPG
