diesel whether its off road or on road is not #2 fuel oil. #2 is not ultra low sulfur. It will be sometime this fall as all will be low sulfur.
Not entirely true, there is variations on the makeup of #2 heating oil based on region I'm not aware of anyone using higher sulfur fuel. In my area all #2 fuels are ulsd.
Your area may differ but I haven't seen lsd for the base of #2 heating oil being used in the U.S. for a number of years.

APPENDIX B:
DYED DIESEL FUEL USED IN MOTOR VEHICLES IN THE FARM INDUSTRY
• Dyed diesel fuel has red dye added to indicate that motor fuel excise tax has not been paid on the fuel.
• Dyed diesel fuel must be used for tax exempt purposes.
• Vehicles that are not licensed or required to be licensed for highway use with the Wisconsin Department of
Transportation, Division of Motor Vehicles (DMV) can have dyed diesel fuel put into the fuel tanks as the primary
use of these vehicles is off-road.
• Vehicles that are licensed for highway use (i.e., have a license plate) cannot have dyed diesel fuel put into the
fuel tanks. See Off-Road Usage of Motor Vehicle Fuel below about how to obtain a claim for refund on undyed
diesel fuel used for off-road purposes.
Note: Untaxed gasoline and untaxed alternate fuels must be used in the same manner as dyed diesel fuel. The only
difference is untaxed gasoline and untaxed alternate fuels do not have a red dye to indicate that no motor fuel excise
tax has been paid.

Interesting stuff on 2 cycle oil in fuel. I add it every tank on my 95 gmc 6.5 liter truck. 1/2 ounce a gallon. Injection pump was not made to run on ulsd. If you rebuild an older injection pump they use different materials than original to be compatible with ulsd. I wouldnt add 2 cycle if i had a new duramax or whatever motor that is made for ulsd.

I thought I read a while ago that it is recommended to use a mineral based 2-cycle oil, not synthetic as a diesel additive.

I find it amazing that there are people in your country going out policing peoples' fuel tanks. IMO, this is a gov't that has run amok.

Ours is no different. I know a guy with a skid steer that was doing some work on a driveway and the DNR pulled up and checked his pickup. It was red and cost him a bundle in fines.

In my area there is major pushes to electric vehicles and also all sorts of bike lanes and laws favoring bicycles, like they want to eliminate all fueled vehicles.
The city has ordered 50 electric busses.
Now we all know that fuel taxes are what maintain our roads so where will funds come from if we go big time electric?
Bicycles pay no taxes at all (other that at retail purchase) but demand roads that are crack and pot hole free. The not even have to be plated and as of recently are even exempt from stopping on lights or stop signes. A vehicle is now obliged to maintain a prescribed distance from a bike subject to heavy fines. We even have a 'dooring law' that places the car driver at fault if a bike hits you door while passing (often unlawfully).
Making it all worst bike riders need not wear a helmet and bike lighting is not even mandatory.
Sooner or later there will be a revolt.
Shucks they spend millions for snow removal on some bike paths, and those are scenic routes and not commuter ones.
I assume future road maintenance funds will be from general taxes suggesting the general public will support road infrastructure no matter whether they drive or not.

I would expect that electric vehicles would get taxed heavily when licensing that would cover the road usage taxes expected from a fueled vehicle. The government doesn't miss much when it comes to soaking the public for taxes.

I’m part of a year long study in place here in WA to test various methods of charging tax based on the vehicle & miles driven. If fully implemented, electric and fuel efficient vehicles would be paying more than normal while low mpg vehicles would pay less. I’m liking this setup because it is as close to the “use tax”, the more you use public infrastructure, the more you pay. The roads get the same wear from a 2,500 lbs vehicle getting 15 mpg just as much as the 2,500 lbs electric vehicle.

As to the red dye fuel, I simply frequent the station where farmers get their fuel regularly. Never an issue with them at all.
