Ford 1510 3 point hitch won't lift

The 3point lift cylinder has a new seal. The arms will raise with no load but once you put a load on, it won't raise. The pump is strong cause it will raise my loader. I get pressure back to the 3point lever, but no lift. Anyone have any experience with this and can point me in the right direction.

I am pretty sure it is the seal on the piston, mine raises just fine but will drop as soon as tractor turns off or idle goes really low. I ordered parts and will change the seal next week.

My piston seal is new, is there any other seals that I'm missing.?

Did you run the lift lever (Position Control with the Draft control full down) all the way up and all the way down half a dozen, a dozen times.....working the air out. Air compresses. Fluid doesn't.

I've got the cover off and lift cylinder out. Haven't had time to take it apart the rest of the way.

Did you make sure the piston seal is on right? On my tractor it goes on with skirt up.
