Sad......100 percent the operator's fault. Children or animals should never be left unattended in the operator station.
Even turning off the engine is not sufficient if anything hydraulic is elevated.

If child or animal is left in operator station, all hydraulics must be on the ground and relaxed and the engine off and take the key with you.

If a guy was found crushed to death and they're trying to figure out how the tractor ended up crushing him, and a dog is left unattended on the seat, not certain why it would take a year to guess (and that's what it was) was that the dog accidently activated the machine. As mentioned, just trying to figure out why it took so long.

It happened in the UK, I guess they don't have a bunch of ambulance chasing TV advertising lawyers so the lawyers gotta make their money somehow!
Unlike in the US where a guy shoots/kills 5 people, camera catches it, 20 witnesses.
They drag the guy out and he is "A SUSPECT!" and millions are spent finding out what happened, who did it.

It's apparent the dog did jump, but probably on a lever.
