Did you try the fittings? If I remember correctly, SAE and some banjo bolts are interchangeable.

Yes I did try them, the fittings I have are 3/8 and the new control valve is 3/4...so its a no go. I am thinking I'll pick up a simple 3/4 x 3/8 adapter though and see if that might work.

It certainly sounds like a control valve problem, a very strange one though.

I would probably start with putting a pressure gauge inline with the circuit that has float or on the pressure input to the valve and see what kind of pressures you are getting when you put it into float.

I don't think you are getting the valve pushed all the way into the actual float portion. Just my humble .02
Is it possible the linkage isn't pushing it in far enough? Or could something have gotten in there?

Yes, this is where Im at right now as well. I noticed today when I put the bucket down to the ground and lift the front tires up slightly, THEN push it into float it isnt letting the tires down completely...I do think even though it's floating its still applying SOME downward pressure. I need to take the bucket back off and disconnect everything from the control valve to really get to it and give it a good go through.

Working nights tonight and tomorrow so it'll be Monday or Tuesday before I can get into it. My plan of action is to disassemble my current valve and try giving it a cleaning then reassemble to see if that works. If not I'm going to look into adpaters so I can use the new one I have.
