I assumed it was buzzing while trying to start the locked up motor.

Not sure why you think you need a carb. Clean her up and see if it starts.

I know it’s screwed up (letting gas pour through). I just don’t know enough about them to know if I try to fix it, if it’s working right..

Nope, even with the plug pulled, and I could pull the rope starter easily, the electric starter just buzzed.

Might just be rusted up. I don't know what kind of climate the thing was stored in. If it made no sound, that would be worse.

Just got back home. Oil in the crankcase again. Crap.. Not sure when I’ll have time to look at it again.

There's supposed to be oil in the crankcase. That's where the oil goes.

Ha! Typing faster than I’m thinking. Gas in the crankcase. Got to drain everything again, and start with the carb.

Take the carb off and set it aside. Then give it a shot of starting fluid and pull the cord. It should at least pop. That will eliminate a lot of stuff and you can then focus on the carb.
