THATS usually an indication of water in the fuel or poor QUALITY of fuel{Bio}
It slows the reaction of the pumps control rack & the governor cant compensate..
TRY removing the solenoid screwed into the block, just to the left of the inj. pump..
Get a small long screwdriver & push on the pumps control rack..{where the sol. was} it should immediately spring back..
I'll bet its SLOW..
IF your going to get the pump done.. do the injectors also..

When you say it will not start, can you explain what you mean... Does it crank but not turn over, or does it not want to crank?

You need to start by cracking the lines at the injectors and see if you are getting fuel to the injectors. After that you need to figure out either why you are not getting fuel, or the next step would probably a compression test.

Seems like low hrs for low compression. I would start with the fuel flow to the injection pump, then check the injectors.

He needs to start with a clean fuel tank, clean fuel lines, a new fuel filter and fresh fuel. Simple stuff first. Takes next to no time to pull the fuel tank. Wash it out well and start over.

Also check your fuel cap... Might be pulling air into the system.

Fuel cap?? The cap is SUPPOSED TO BE vented.. Its supposed to allow air into the tank..
U could try loosening the cap but that's prob. not your problem from the description..
