I want to keep the biomass there. I'm searching for a way to chop it more into "fines".

If you adjust Three Point Hitch Top Link so Bush Hog is only 1/2" higher at the rear than at the front, clippings will be cut repeatedly within the Bush Hog prior to being discharged to the rear. You will have to reduce your ground speed.

Sharp Bush Hog blades will cut clippings finer than rounded blades.

A flail mower would mulch the material instead of just cutting it like the rotary does. But buying one is an expensive solution.
You could try mowing twice with with the rotary- once set a couple inches high, then again at normal height.
Used flail mowers in the northeast tend to go for what used brush hogs go for. Just make sure the knives aren't worn out.

Spray your cover 2-3 weeks before you plan on discing.
Also, thin covers will provide a good biomass and shade out weeds.
A no till planter, JD or IH, will generally penetrate thinner burned down covers.
I have a 3 acre field that the clover gets so thick, discing it requires multiple passes just to get dirt enough to cover seeds. Thick covers are harder to deal with.
