As California mentions none I've seen are not repairable. Buy a new whole light.
Yes ... our throwaway society. Don't fix it, toss it. Great for filling landfills earlier than necessary.
I'm not sure about that. I've had electricians here tell me that some of the cheaper ones have problems starting up the light in the cold. But most will start ok until it gets down to around 0 F degrees. Once it gets to -40 F, some of them have problems (but so do fluorescent lights).
I guess it depends on what you mean by "cold"?
I rarely get below Zero but all of my outdoor LEDs seem fine so far.
