Are you allowed to share what he was actually cited for vs given a caution about vs what he could have been cited for?

Just wondering if there are things we missed, and if there is any leeway given in a case like this where the driver was clearly quite negligent.

I’ve seen several pictures that weren’t too bad that I would do but that dump truck on the trailer is absolute negligence and equipment abuse.
