A deer is not difficult to harvest, and it will not charge you, so no real need for copious amounts of energy. My kills have been at 135 yards maximum due to my location and hunting conditions. I have permission to hunt a neighbors power line the second week if I am not succesful on my acreage, and I can get shots to 300 yards there. My neigbor has about 14 food plots and some are along the power lines. The .308 is more than capable.
Plus I do not like recoil so the bigger boomers are of little interest. I have a muzzle brake on the .300 Win Mag but it is too much gun for a deer IMHO.
I believe the cartridge restrictions are silly. We can use a .450 Bushmaster down state but not a .30/30. Makes no sense to me.
