Looks almost like it's setup with a flip down ramps to act like a dovetail and drive something longer than the bed into the bed of the truck.It's a railroader. The top of the blue bars have STOP signs for an engineer. I imagine these are track lock-out signs and the large steel items are derailleurs in case of a workzone incursion
