You should be able to get into a 35 hp tractor for under 20 k, No problem around here.
Back in the market. Have 8 acres of uneven and some areas rough hard as **** dirt. Discing, ripping, scraping, leveling out a few areas and moving dirt around. Building some width to an existing driveway among other small farming stuff.
Not sure how much tractor I知 gonna need. Don稚 want to go too small and beat the thing to death. Ive seen lighter weight compacts with higher horsepower and heavier weights with less hp. I致e got access where I知 located to pretty much all brands and have looked at several but I知 stuck.

It doesn't sound like you will have to go far to find one. 1070s are hard to beat & known for long-lasting quality.
38 HP, fairly heavy construction, syncro tranny. Lifts a ton at either end, AND it has a classic engine without emissions devices.

Discing, ripping, and leveling moving dirt around will be the most use until itç—´ maintainable. Rototilling some smaller areas and of course lots of mowing.
I will toss in the Kubota L3560. Used it dig, move dirt, clear brush, level areas, and mow.

As your ground is HARD plow it as the first step. A Moldboard Plow will loosen the soil for leveling and bring up micro-nutreints and incorporate them into top soil. You can buy a plow or have your eight acres plowed on contract. Ripping should not be necessary if you plow.
Disc Harrowing is the next step after plowing. Disc Harrow will knock down the deep plow furrows and commence leveling the ground. For use behind a 4-WD Deere 1070 I recommend a Disc with 20" diameter pans and a width of 84".
In the southern half of USA few would plow more often than once every ten years. An ADEQUATELY HEAVY Disc Harrow is used for basic soil preparation throughout the year.
Few with Disc Harrows adjust them after putting them to use. If you first process the field two or three times (depending on the weight bearing on each of your disc pans) to loosen ridges, then adjust gang angles less aggressively in increments, the disc may meet your leveling needs solo.
Moist soil will make your project go faster.
Adjust Top Link to vary disc weight distribution. Shorter = more weight on front gangs. Longer = more weight on rear gangs.
More weight on front disc gangs throws dirt OUT. Run down ridges.
More weight on rear/wider disc gangs gathers dirt IN. Straddle the swales.
The faster you disc the more dirt is moved.
As the field is smoothed, adjust Position Control so disc is in lighter contact with the soil.
As the field is smoothed, adjusted disc gang angles to progressively less aggressive angles.
Disc Harrows and PTO powered Rototillers are both soil mixers. No need to have both.
For the tasks you have enumerated, less PTO-rototilling, tractor weight should be your first consideration.
A 4-WD Deere 1070 equipped with a Loader bucket and bucket toothbar should be ample for the tasks you have enumerated.

From one that bought twice cried twice, get one with the weight for ground engagement as first consideration.
The HP will most likely be higher anyways.
Learned the hard way, weight equals placing torque work to the ground.
It's embarrassing when a 2" root makes all four wheels spins with machine at full PTO rpm.
Well it was a four foot deep huisache root, but hey it's just a lil 2" diameter root how tough could it be....lol....
So weight then H.P. good luck, buy once cry once. Hopes this homework you"re doing pays off for yah.
